Open Banking – PSD2

Open Banking allows the sharing of client financial data between banks and third-party providers (TPP) through specific application programming interfaces (APIs).

Bank of Albania approved the regulation ‘ON STRONG CUSTOMER AUTHENTICATION AND COMMON, OPEN AND SECURE STANDARDS OF COMMUNICATION’No. 29, dated 1.6.2022, in order to assure secure online payments and consumer protection. PSD2 requires strong customer authentication through multi-factor authentication in order to increase security on electronic payments.

TPP

Third party provider is an authorised payment service provider (PSP) that use standards APIs developed to access customer’s accounts, in order to provide account information services and/or to initiate payments. There are two types of services:

  • PISP – Payment Initiation Service Provider – enables customers to make online payments
  • AISP – Account Information Service Provider – enables institutions to access “read-only” financial data of a user
  • PIISP – Payment Instrument Issuing Service Provider – enables the verification of the ability and funds available for a specific transaction.

SANDBOX

In line with the revised payment services Directive (PSD2), United Bank of Albania allows authorized third-party providers (TPPs) to access accounts and make payments on their customer’s behalf and with their explicit consent. Third party providers (TPPs) are now able to connect to The United Bank of Albania’s dedicated API interface for providing aggregation and other relevant services to customers. Within the documentation, TPPs can find the access details for using the testing facility (Sandbox).
